BACKGROUND: In 2005 the powers that be in Indiana state government created a law that allows for 10 additional liquor permits for Indiana cities/towns who meet a  4 part criteria. The specifications are...,the city must have a designated historic district, a courthouse, a historic opera house and a jail with Sheriff's quarters listed on the historic register as well. 

Greencastle recognized it qualifies for these liquor permits. They saw the potential growth.  In 2015 they created Greencastle Downtown Alcoholic Beverage License Committee and passed RESOLUTION 2015-2 which outlines the use of liquor permits. "The City’s goal was to provide the finest dining environment in West Central Indiana in a single downtown district." (Their words, not mine.)

WHAT THIS MEANS: He/She who holds the keys to the jail holds the keys to the city's future!
